The Community Advisory Council

The Community Advisory Council (CAC) to Flint Hills Resources is a diverse group of concerned citizens sharing a common belief: open dialogue between the community and the Pine Bend Refinery enhances the quality of life in Dakota County.

The Council includes 20 representatives from communities surrounding the refinery: Apple Valley, Coates, Eagan, Empire Township, Hastings, Inver Grove Heights, Rosemount, Nininger and Vermillion Townships, as well as four Pine Bend employees and one Minnesota Pollution Control Agency representative.

What’s New

Due to the snow advisory warning, tonight’s (February 8, 2010) CAC meeting has been cancelled.

Dawn Wurst, FHR Site Safety Manager, reported on FHR Pandemic – All Hazards Planning at the January 4, 2010 CAC meeting. Don Kern, FHR Facilities and Engineering Manager, also presented FHR Land Use Plan 2009.

CAC members attended the council’s annual planning retreat on October 24, 2009.

Dave Ferkul, MNSTAR/VVP Coordinator from OSHA, attended the September 14th CAC meeting to present details about the MNSTAR safety program and FHR’s re-certification in 2008. FHR fire department officials, Rolf Peterson (Fire Chief) and Pete Herpst (Deputy Fire Chief) presented information about the refinery’s fire department as well as an update about the Dakota County training exercise that will take place on October 31.

At the May 11th CAC meeting, the Environmental Committee and Kari Palmer (MPCA Environmental Research Scientist) provided an overview of air emission data as outlined in USA Today/December 2008 series. Further discussion on greenhouse gas emission and climate change was led by Peter Ciborowski (MPCA Research Scientist and Climate Change Expert). The CAC and FHR welcomes Connie O’Sullivan (Apple Valley), Jesse Swenson (IGH), and Mark Koetke (Rosemount) to the Council. New members will participate in an orientation and begin their Council duties in September 2009.
